A Journey Towards Inclusive Governance: The Transformation of Edamalakudy Tribal Panchayath

Edamalakudy, the first tribal panchayath in the state of Kerala, formed in 2010, is home to the Muduvan tribal community and spans approximately 106 square kilometers. Nestled 40 km from Munnar, it is part of the reserved forest area of Eravikulam National Park. The journey to build inclusive governance in this remote area has been a beacon of hope and a testament to the transformative power of sincere and dedicated efforts of District Administration, Idukki.
The Challenge
The development of Edamalakudy faced significant obstacles due to its inaccessibility, lack of road connectivity, absence of internet and unavailability of Record of Rights (RoR). The isolation hindered the progress and empowerment of the tribal community residing there.
The Transformation
Between 2021 and 2023, a multi-pronged effort led by the district administration initiated a wave of inclusive development. The implementation of the Forest Rights Act 2006 played a pivotal role in this transformation. The initiative, named Project Citizen Connect, brought digital connectivity to the people of Edamalakudy, marking a significant leap towards inclusivity. An initiative by BSNL, with the robust support of the State Government, has introduced 4G connectivity to this region for the first time.
For the first time, the process of reviving RoR commenced, aiming to grant forest rights to the dwellers. The effective execution of the Forest Rights Act enabled the tribal dwellers to acquire RoR, empowering them with rights they had never experienced since the inception of the panchayath.
In addition, a ₹13 Cr road project was initiated under development rights to connect the tribal community with accessible areas. The unique aspect of this development was leveraging the benefits from the Forest Rights Act and generating substantial demand for such rights among the people.
Project Kinarka
In alignment with these developments, Project Kinarka, meaning "Fly with Wings" in Muduvan, was launched. This project allowed 70 tribal girls to experience flight for the first time and explore various amenities, roads, railways and space programs in the state capital. This exposure has opened new horizons for the tribal community, making them more accessible to administration and aiding them in realizing their aspirations for a brighter future in society.

The transformation witnessed in Edamalakudy is a reminder that the path to inclusive development is paved with challenges, but it is the commitment to the cause that brings about real change.
