SWACHH JAISAN- DOOR TO DOOR COLLECTION OF SEGREGATED WASTE USING REAL TIME MONITORING SYSTEM
Details Of The Initiative/Work : 1.Swachh Jaisan Initiative is a part of Swachh Bharat Mission (Urban). The objective of this initiative is door to door Collection of segregated waste at source (dry, wet, domestic hazardous and sanitary waste) though IOT (Internet of things) based “Real time monitoring system” to ensure transparency and operational effectiveness in collection and transportation of waste.
2. Under
real-time Monitoring system, geo tagging of each house/shop/hotel/institution
has been done in the city map and RFID
(Radio frequency Identification) cards have been installed at outer wall of
each household of the city.
3. Smart card reader has been
provided to attendant for updating information on web portal.
4.
Mobile App is made for citizens through which
notification comes on phone of the citizen before arrival of waste collections vehicles in advance in 5-10
minutes and citizen can track the location of waste collection vehicle. Citizen
can check their daily/weekly/monthly
waste collection history and complaints can be lodged in case of irregularity
related to door to door collection.
5.
GPS has been installed on all waste collection vehicles for real time
monitoring.
6.
Awareness activities are regularly organized for
segregation of waste at source into wet, dry, domestic hazardous and sanitary waste.
7. Processing and disposal of waste in scientific manner at Municipal
Solid Waste Processing Plant and engineered sanitary land fill
site, Bada Bagh, Jaisalmer is under process.
8. This initiative will ensure compliance of SWM rules 2016 and NGT instructions in innovative, pragmatic, sustainable and
feasible manner.
Identification Of The Problem And Need For Innovation/Work : 1.Jaisalmer is a tourist city. Earlier there was a lack of cleanliness and non effective garbage
collection.
2.
There were no mechanism for monitoring of waste collection vehicles.
3.
There were lack of awareness among citizens regarding effective garbage
collection and source segregation.
4. There were
no fix timing for waste collection vehicles. So that people used to dump their
domestic waste at various sites in
residential area. Rotten garbage had piled up on road sides and canals and
drains were clogged with bags of stinking waste
from hotels and markets.
5. There were
no centralized and decentralized waste treatment plants in the city. The
Municipal Council used to dump waste
in dumping yard at Bada Bagh near Jaisalmer.
6. Jaisalmer
is a tourist city so there are so many hotels and restaurants in the city.
Market area is very congested near fort area.
So there were no proper mechanism to collect waste from those premises.
7. To deal
with its mounting waste problem, the city embarked on a project called “Swachh
Jaisan”. This innovation is done to
make city clean and for effective real time monitoring of garbage collection.
Implementation Of The Intervention : Under this project, RFID (Radio frequency Identification) cards have been installed at outer wall of total 18,000 households of the city. Smart card reader has been provided to attendant of the waste collection vehicle to scan the RFID card to assure waste collected from each household.
2. Smart App
has been installed in phone’s of citizens through which notification comes on
phone of the citizen before arrival of waste collection vehicles in advance
in 5-10 minutes
and citizen can track the location of waste collection vehicle. Citizen can check their daily/weekly/monthly waste
collection history and complaints can be lodged in case of irregularity related to door to door
collection.
3. Awareness
and training programmes have been organized on regular basis in wards to
sensitize public towards the initiative.

Training programmes have been organized for Municipal
staff involved in this initiative, smart
card readers and waste collection
vehicle drivers.
5. Under phase
II, Land has been identified for Municipal solid waste processing plant at
Badabagh, Jaisalmer. Work order has
been issued to M/s Shri Balaji Caretaker. Work will be completed by May,2023.
6. To ensure
accountability and transparency in this IoT (Internet of things) Based real
time monitoring system, there is a control
room in Municipal Council’s office where a system expert and supervisor track
live location of garbage collection vehicles, routes
covered by auto tippers, from where garbage
has been collected, routes if any skipped, halt time of vehicles,
etc. on web portal, If any complaints received in control room regarding
garbage collection, resolved within time limit.
Over all Monitoring of this project is done by District Collector, Jaisalmer
and Commissioner, Municipal Council, Jaisalmer
in Control Room.
Output And Outcome Of The
Initiative/Intervention & Impact On Beneficiary : 1.Visible
improvement in the whole process of
collection of segregated waste, transportation, processing & disposal.
2.
Through effective IoT (Internet of things) based real
time monitoring of door to door collection of segregated waste and its transportation, public as well as
Municipal Council is able to track and monitor waste collection vehicles.
3. Mobile app
is developed for citizens through which notification comes on their phone
before arrival of waste collection vehicles

collection vehicle. Citizen can check their daily/weekly/monthly

4. Through
regular awareness activities organized in wards, people are aware of the
importance of source segregation. Now they
store their domestic waste in wet and dry separately.
5. Through source level segregation the amount of waste dumped at various
places has decreased
remarkably and residential and market area have been rejuvenated.
Strategy Opted To Ensure
Accountability, Transparency, Timeline, Accessibility And Responsiveness At
Various Levels : 1.To ensure
accountability and transparency in this IOT Based real time monitoring system,
there is a control room in Municipal Council’s
office where a system expert and supervisor track live location of garbage
collection vehicles, routes covered
by auto tippers, from where garbage has been collected, routes if any skipped,
halt time of vehicles, etc. on web
portal, If any complaints received in control room regarding garbage
collection, resolved within time limit.
2. Mobile App
has been developed for citizen through which they can lodge their complaints.
Jamadars and Sanitary Inspector are
deputed for field monitoring. AEN (Environment) is looking after overall
monitoring of IOT Based garbage collection,
transportation and its processing and disposal in scientific manner.
3. An
awareness team has been deputed to aware citizens about the importance of
segregation of waste through Pamphlets distributions,
rallies, school competitions etc.
4. For
scientific disposal of solid waste, solid waste processing plant will be
established by may 2023 at Badabagh, Jaisalmer.
At present and temporarily all segregated waste is being transported to MRF
(Material Recovery Facility) where Rekart Innovation Privates Ltd. Company collects
recyclable material and send it to recycling unit.
5. This
innovation is easily accessible to every citizen of Jaisalmer City as door to
door garbage collection vehicle goes at every
household/shop/hotel/restaurant/institution etc. and collect their waste.
6. This
innovation is highly appreciated by citizens. Citizens are supporting Municipal
council’s effort and inspiring other citizens
to also gradually change their garbage disposal habits to keep the city clean.
Any Technology And System
Improvement Applied (Other Than Existing) : Yes, use of technology has been
central to this initiative-
1. Internet of
Things (IoT) Based Monitoring system for door to door collection of segregated
waste and its transportation. Real
time monitoring system ensures transparency and operational effectiveness in
collection and transportation of waste.
2. RFID (Radio
Frequency Identification) Smart Cards installed at outer wall of citizen’s
house. Smart card reader provided to
attendant, attendant scan RFID Smart Card, information of live status of waste
collection updated on web portal. Web portal
monitoring done in Municipal Council’s control room.
3. Geotaging
of each household done on the map. Navigation System provides routes of every
street in ward and cover the whole
ward, live information of coverage of ward is also updated on web portal.
4. Mobile app
is made for citizens. Citizens can monitor and can lodge their grievances on
Mobile app. Notification comes on the
screen of the phone of the citizen before arrival of waste collection vehicles
in advance 5-10 minutes. Citizen can track
location of garbage collection vehicle. Citizen can check their
daily/weekly/monthly waste collection history and complaints can be lodged in case of irregularity related to door
to door collection.
5. For processing
and disposal of waste in scientific manner, work order has been issued for solid waste processing plant and
engineered sanitary landfill site. In solid waste processing plant, Trommel
Machine will be installed to process dry waste.
Wet waste will be processed through windrow method.
Role Of Various Stakeholders : 1.District Collector, Jaisalmer, Municipal Council Jaisalmer, firm M/s Shri Balaji Caretaker, Rohtak & M/S Shrishti Waste Management, Indore and public residing in municipal limits are the stakeholders in this innovation project.
2. Overall
monitoring of this project is done by District Collector’s office, Jaisalmer.
District Collector, Jaisalmer plays pivotal
role in this project i.e. to sensitize public about this project through public
appeal, visits in field and Municipal Council’s
Control Room time to time and to ensure coordination in all stakeholders in
this project.
3. Municipal Council
Jaisalmer has done tender for IoT based door to door collection of segregated waste & its transportation and for scientific processing and disposal
of municipal solid waste. Municipal
Council Jaisalmer is financially
supporting for this project to the contractor M/s Shri Balaji Caretaker.
Municipal Council’s staff is doing monitoring
of this project in field and at control room. Jamadars and Sanitary Inspector
are deputed for field monitoring. A.En.
(Environment and Solid waste management)is looking after overall monitoring of
IoT Based garbage collection, transportation
and its processing and disposal in scientific manner.
4. Contractor
M/s Shri Balaji Caretaker is doing this innovation through garbage collection
auto tippers, drivers, helpers, supervisors,
control room team, web portal, RFID cards, RFID card reader, Navigator app,
Mobile app for citizens.
5. M/s
Shrishti Waste Management, Indore is deputed for awareness among citizens.
Awareness team aware citizens about segregation
of waste through pamphlets distribution, rally, sound system, school awareness,
demo at door step about segregation
of waste into wet, dry, domestic hazardous and sanitary waste.
6. Public is
playing their role in actively putting their segregated waste into auto
tippers, downloading the mobile app, cooperating
with municipal staff, IEC team.
How Your Intervention Is Replicable And Suitable For Other Parts Of State And It Is Sustainable : 1.Yes, It can be replicable and suitable in every Municipal Corporation/Council/Board. As it mandatory to collect garbage through auto tippers from door to door under Swachh Bharat Scheme. Mostly Municipal Corporations/Councils/Boards are collecting the waste through Auto Tippers but there is no effective and transparent monitoring system available. In this Project, as it is IoT Based, there is real time tracking and monitoring available to both Public and Municipal Council Jaisalmer. Citizens can monitor and can lodge their grievance on mobile app.
2. Collected
waste will also be processed and disposed in scientific manner. Work order has
been issued for solid waste processing plant and engineered sanitary landfill site. At decentralized level, material recovery
facility is set up , where firm Rekart Innovation Private Ltd. is
further sorting the dry recyclable waste and sending it to waste recyclers. At smaller scale compost is also being produced by window composting
method.
3. Yes it is sustainable, ULB may collect user charge. User charges may be collected from every household/shops/hotels/restaurants/institutions/office
complexes which will help to reduce the financial burden of the municipal council Jaisalmer. NGOs and SHGs
may also help.
